A consortium including Abu Dhabi National Energy Company (TAQA), Emirates Water and Electricity Company (EWEC), Marubeni Corporation, Mubadala Investment Company and Japan’s Hokuriku Electric Power Company has begun full commercial operations at the Fujairah F3 power project, one of the largest gas-fired facilities in the Middle East.
Located in the Qidfa area of Fujairah, the 2.4-gigawatt plant will supply electricity to about 380,000 homes, marking a major addition to the United Arab Emirates’ grid capacity. The project is designed to support the country’s energy transition by providing flexible, low-emission power that complements the growing share of renewables in the generation mix.
The plant uses advanced JAC-class gas turbine technology from Mitsubishi Power in a combined-cycle configuration, giving it one of the highest thermal efficiencies in the region. The system allows rapid ramp-up to balance intermittent renewable sources, positioning the facility as a key transitional asset as the UAE moves toward decarbonisation.
Under the independent power producer (IPP) model, TAQA holds a 40% stake in the project company, while Japan’s Marubeni owns 20.4%, Mubadala 20%, and Hokuriku Electric Power 19.6%. EWEC will purchase the electricity under a long-term power purchase agreement.
“The Fujairah F3 IPP reaching full commercial operations is an important milestone in our journey to deliver reliable and flexible power generation that supports the UAE’s broader energy transition,” said Andreas Collor, Chief Operations Officer at TAQA’s Generation business.
EWEC’s Chief Asset Development and Management Officer, Mohamed Almarzooqi, said the facility strengthens grid reliability while enabling greater integration of solar and other renewables. “The plant provides transitional capacity, supporting the integration of utility-scale renewable energy while ensuring reliability during peak demand,” he said.
Mubadala’s Executive Director of UAE Industries, Dr. Alyazia Ali Al Kuwaiti, described the project as a cornerstone of the country’s drive toward Net Zero. “This project strengthens national energy security and accelerates our journey toward a resilient and sustainable future,” she said.
Naoki Ito, Chief Operating Officer for Power and Infrastructure Services at Marubeni, said the collaboration highlights the role of global partnerships in meeting regional energy demand. “This project demonstrates the positive impact of international partnership and innovative approaches in supporting the UAE’s evolving energy needs,” he said.
Hokuriku Electric’s Managing Executive Officer, Masayoshi Hayashi, said the project marks a key step in the company’s strategy to expand internationally. “By leveraging our expertise in thermal power generation, we aim to support efficient, low-emission electricity in the UAE,” he said.
The Fujairah F3 facility is a central element of EWEC’s long-term strategy to expand the share of renewable and clean energy in the generation mix. Its high efficiency and flexibility are expected to help balance renewable variability, ensuring stable electricity supply as demand continues to rise.
Les Graham, Executive Managing Director of Fujairah Power Company F3 LLC, said the plant’s advanced design “will enable further growth of intermittent renewable energy in the UAE in line with the vision of a sustainable grid, while supporting growing demand.”
