Dubai’s Empower registers 7.1% surge in district cooling demand in H1 2025 on new projects

Empower secured 86 contracts in H1 2025, boosting capacity by over 99,000 refrigeration tons (RT)

Dubai’s Emirates Central Cooling Systems Corporation PJSC (Empower) reported a 7.1% rise in district cooling consumption in the first half of 2025 compared with a year earlier, driven by higher occupancy in existing developments and the addition of new projects to its network.

The world’s largest district cooling provider said demand reached record levels as more sectors , from residential to healthcare and retail, embraced energy-efficient cooling to cut carbon emissions.

Empower signed 86 new contracts in the period, adding more than 99,000 refrigeration tons (RT) in capacity, bringing total contracted capacity to 1.86 million RT and connected capacity to over 1.6 million RT.

Chief Executive Ahmad bin Shafar said the company’s infrastructure and operational readiness allowed it to meet peak summer demand despite soaring temperatures, supporting Dubai’s sustainability and net-zero goals.
