SWPC unveils $889m Jubail 3B desalination and Dammam West wastewater projects

The Saudi Water Partnership Company (SWPC) has launched two major infrastructure projects, the Jubail 3B Independent Water Project (IWP) and the Dammam West Independent Sewage Treatment Plant (ISTP), as part of efforts to strengthen the kingdom’s water security and improve network efficiency.

The $704 million Jubail 3B plant, located in the industrial city of Jubail, will produce 570,000 cubic metres of potable water per day. The project includes storage facilities of the same capacity, a 3.5 km transmission pipeline, and 59.3 km of overhead power lines supported by 167 towers. It will also integrate 61 megawatts of renewable energy.

The facility is being developed under a Build, Own and Operate (BOO) model by a consortium of Engie (40%), Ajlan (30%) and Nesma (30%), through the Al Jubail International Water Company. The project will serve Riyadh and Qassim under a 25-year water purchase agreement.

The second project, the Dammam West ISTP, has a treatment capacity of 200,000 cubic metres per day and is being implemented under a Build, Own, Operate and Transfer (BOOT) contract by Metito (40%), Orascom (20%) and Mowah (40%). The $185 million facility will be run by the Dammam West Company for Water under a 25-year agreement.

Both projects commit to progressively higher local content requirements — 40–50% during construction and early operations, rising to 70% after six years — in line with Saudi Arabia’s localisation goals.
