A consortium led by Japan’s Sumitomo Corporation, in collaboration with Shikoku Electric Power Co., Korea Southern Power Co. (KOSPO), and Korea Overseas Infrastructure & Urban Development Corporation (KIND), has signed a landmark agreement with Qatar General Electricity and Water Corporation (Kahramaa) for the Facility E Independent Water and Power Project (IWPP).
The consortium emerged as the winning bidder in an international tender conducted by Kahramaa. Under the agreement, the four companies will partner with Qatar Electricity and Water Corporation (QEWC) and Qatar Energy (QE) to establish a project company. Equity stakes in the venture will be distributed as follows:
- Sumitomo Corporation: 17%
- Shikoku Electric: 11%
- KOSPO: 6%
- KIND: 6%
- QEWC: 55%
- QE: 5%
Facility E will feature a cutting-edge natural gas-fired power plant with a capacity of 2,400 megawatts (MW) and a seawater desalination facility capable of producing 110 million imperial gallons per day (MIGD), equivalent to 495,000 tons of water daily.
The project will be developed in Ras Abu Fontas, approximately 25 kilometers south of Doha, on the site of a former power plant.
The plant will use advanced high-efficiency gas turbines designed to minimize fuel consumption and emissions, aligning with Qatar’s decarbonization goals.
Future plans include exploring Carbon Capture and Storage (CCS) technologies to further reduce CO2 emissions.
This is the second international collaboration between Sumitomo Corporation and Shikoku Electric, following their work on the Hamriyah Independent Power Project in the UAE.
For Sumitomo, Facility E represents its first power project in Qatar, while Shikoku Electric previously contributed to the Ras Laffan C Water and Power Project in the country.
Sumitomo Corporation brings decades of experience in managing independent power and water projects across the Middle East, including in Kuwait and the UAE. Similarly, Shikoku Electric will leverage its expertise from six regional IPP/IWPP projects to ensure the success of Facility E.
By integrating high-efficiency gas turbines and exploring CCS technologies, Facility E will support Qatar’s ambitions for stable, low-carbon energy and water production. The project is a critical step in meeting the country’s growing energy demands while promoting sustainability.
Both Sumitomo Corporation and Shikoku Electric reaffirmed their commitment to driving innovation and fostering economic growth in regions with increasing energy needs, contributing to the global transition towards low-carbon societies.
